City Council Meeting Minutes--September 9, 2024

MINUTES OF THE REGULAR MEETING OF THE STAUNTON CITY COUNCIL, HELD IN THE RALPH & JOSEPHINE OLTMANN COMMUNITY CENTER, 101 W. PEARL ST., STAUNTON, ILLINOIS ON MONDAY, SEPTEMBER 9, 2024

 

I.          CALL TO ORDER:

 

            Mayor Craig Neuahus called the Staunton City Council Meeting to order at 7:00 P.M. on Monday, September 9, 2024.

 

II.        PLEDGE OF ALLEGIANCE:

 

            Mayor Craig Neuhaus led the Pledge Allegiance to the Flag.

 

 III.      ROLL CALL:

 

            City Clerk Stiegemeier called roll with the following persons:

 

            ATTENDING:  Aldermen David Manning, David Dias, Kristy Berg, Ryan Machota and Matthew McKee, Mayor Craig Neuhaus and City Clerk Dennis Stiegemeier.

 

            ELECTRONIC ATTENDANCE:  Alderman Terry Tipler and City Attorney Phil Lading.

 

            NOT ATTENDING:  City Treasurer Cindy Pirok, Public Works Director Mike Kuethe and Police Chief Jeff Doerr.

Received an email from the Staunton Chamber of Commerce requesting to close Main Street from Edwardsville Street to Union Street on Friday evening, December 6th from 3:00 to 9:00 and Saturday, December 7th from 6:00 A.M. to 2:00 P.M. for the Christmas Tree Lighting and Snack with Santa.  They are also asking to keep Main Street closed from Wood Street to Elm Street at 9:00 P.M. on December 6th, and remain closed all night long.

 

Received an email from Dana Neuhaus, representing the Staunton High School Post Prom Committee, requesting permission to hold a “5K Holiday Hustle” run on Saturday, December 7th.  The run would begin at 9:00 A.M. and they will be keeping the race route the same as in previous years.

PUBLIC HEALTH & SAFETY  -

             

Motion by Manning, seconded by Dias to grant request from the Staunton Chamber of Commerce to close Main Street from Edwardsville Street to Union Street on Friday, December 6th from 3:00 P.M. to 9:00 P.M. and on Saturday, December 7th from 6:00 A.M. to 2:00 P.M., and also closing Main Street from Wood Street to Elm Street from 9:00 P.M. on Friday, December 6th and remain closed all night long.  This is for the annual Christmas Tree Lighting and Snack With Santa.  At Roll Call Vote – Ayes:  Berg, Machota, McKee, Tipler, Manning, Dias.  Nayes:  None.  Absent:  None.  Motion carried.

Motion by Dias, seconded by McKee to pay Invoice #869975 to Sandberg Phoenix for Professional Services Rendered regarding condemnation proceedings at 420 E. Ninth Street in the amount of $1,536.68.  At Roll Call Vote – Ayes:  McKee, Tipler, Manning, Dias, Berg, Machota.  Nayes:  None.  Absent:  None.  Motion carried.

 

WATER-

 

Motion by Berg, seconded by Dias to pay Invoice #22794 to Polo Trucking for 3/8” rock chips for the Easton Street Water Main Project in the amount of $4,465.09.  At Roll Call Vote – Ayes:  Tipler, Manning, Dias, Berg, Machota, McKee.  Nayes:  None.  Absent:  None.  Motion carried. 

 

Motion by Berg, seconded by Dias to pay Invoice #22847 to Polo Trucking for 3/8” rock chips for the Easton Street Water Main Project in the amount of $5,404.05.  At Roll Call Vote – Ayes:  Dias, Berg, Machota, McKee, Tipler, Manning.  Nayes:  None.  Absent:  None.  Motion carried. 

 

Motion by Berg, seconded by Dias to pay Invoice #22910 to Polo Trucking for 3/8” rock chips for the Easton Street Water Main Project in the amount of $1,100.92.  At Roll Call Vote – Ayes:  Berg, Machota, McKee, Tipler, Manning, Dias.  Nayes:  None.  Absent:  None.  Motion carried. 

 

Motion by Berg, seconded by Dias to pay Invoice #22909 to Polo Trucking for fill sand for the Easton Street Water Main Project in the amount of $1,406.65.  At Roll Call Vote – Ayes:   Manning, Dias, Berg, Machota, McKee, Tipler.  Nayes:  None.  Absent:  None.  Motion carried.

Motion by Dias, seconded by McKee to reimburse B&S Market, Inc. (d/b/a Bill’s IGA) 75% of the completed expenses as outlined in the TIF Redevelopment Agreement, for a total amount of $7,135.92 (75% of $9,514.56).  This amount satisfies the total amount of the original Redevelopment Agreement.  At Roll Call Vote – Ayes:    Dias, Berg, Machota, McKee, Tipler, Manning.  Nayes:  None.  Absent:  None.  Motion carried. 

 

Motion by Dias, seconded by Manning to reimburse Bart & Patti Brauer 100% of the completed expenses outlined in the TIF Redevelopment Agreement, for a total amount of $1,600.00.  At Roll Call Vote – Ayes:  Berg, Machota, McKee, Tipler, Manning, Dias.  Nayes:  None.  Absent:  None.  Motion carried. 

 

            JUDICIARY—

 

Motion by Manning, seconded by Dias to approve Ordinance #2250 Approving A Charity Roadblock By Adopt A Pet To Conduct Their Macoupin County Wide Drive At The Intersection Of Main And Route 4 And Main And Union (October 12, 2024).  At Roll Call Vote – Ayes:  Machota, McKee, Tipler, Manning, Dias, Berg.  Nayes:  None.  Absent:  None.  Motion carried. 

   

Motion by Manning, seconded by Dias to approve Ordinance #2252 Approving A Charity Roadblock By The Lion’s Club To Conduct Their Annual Candy Day Sale Drive At The Intersection Of Main And Route 4 And Main And Union (October 19, 2024).  At Roll Call Vote – Ayes:  Manning, Dias, Berg, Machota, McKee, Tipler.  Nayes:  None.  Absent:  None.  Motion carried. 

 

Motion by Manning, seconded by McKee to waive 1st reading of Ordinance #2254 Approving A Charity Roadblock By V.F.W. Post #1241 At The Intersection Of Main And Route 4 And Main And Union (September 27 & 28, 2024).  At Roll Call Vote – Ayes:  Dias, Berg, Machota, McKee, Tipler, Manning.  Nayes:  None.  Absent:  None.  Motion carried. 

 

Motion by Manning, seconded by Dias to approve Ordinance #2254 Approving A Charity Roadblock By V.F.W. Post #1241 At The Intersection Of Main And Route 4 And Main And Union (September 27 & 28, 2024).  At Roll Call Vote – Ayes:   Berg, Machota, McKee, Tipler, Manning, Dias.  Nayes:  None.  Absent:  None.  Motion carried. 

 

1st reading of Ordinance #2255 Annexing Certain Territory To The City Of Staunton, Macoupin County, Illinois (1031 North Easton Street)

 

Motion by Manning, seconded by Dias to waive 1st reading of Ordinance #2256 Establishing No Parking On West Mill Street And West Prairie Street.  At Roll Call Vote – Ayes:   Machota, McKee, Tipler, Manning, Dias, Berg.  Nayes:  None.  Absent:  None.  Motion carried. 

 

Motion by Manning, seconded by McKee to approve Ordinance #2256 Establishing No Parking On West Mill Street And West Prairie Street.  At Roll Call Vote – Ayes:  McKee, Tipler, Manning, Dias, Berg, Machota.  Nayes:  None. Absent:  None.  Motion carried.
