MINUTES OF THE REGULAR MEETING OF THE STAUNTON CITY COUNCIL, HELD IN THE RALPH & JOSEPHINE OLTMANN COMMUNITY CENTER, 101 W. PEARL ST., STAUNTON, ILLINOIS ON MONDAY, SEPTEMBER 23, 2024

 

I.          CALL TO ORDER:

 

            Mayor Craig Neuhaus called the Staunton City Council Meeting to order at 7:00 P.M. on Monday, September 23, 2024.

 

II.        PLEDGE OF ALLEGIANCE:

 

            Mayor Craig Neuhaus led the Pledge Allegiance to the Flag.

 

 III.      ROLL CALL:

 

            City Clerk Stiegemeier called roll with the following persons:

 

            ATTENDING:  Aldermen David Manning, David Dias, Ryan Machota, Matthew McKee, Terry Tipler, Mayor Craig Neuhaus, City Clerk Dennis Stiegemeier, City Treasurer Cindy Pirok, City Attorney Phil Lading and Public Works Director Mike Kuethe.

VI.      CORRESPONDENCE

 

Received an email from the Staunton Lions Club regarding the upcoming Halloween  Parade.  Plans are to have the parade on Wednesday, October 30th at 6:00 P.M.  The parade will begin at the City Hall complex and proceed east on Main Street to Laurel Street and then south on  Laurel Street to Henry Street, ending at the VFW Hall.  They are asking the Staunton Police Department to secure the parade route.

 

Received an email from Jeff Smith, Student Council Sponsor at Staunton High School, regarding details of the upcoming Homecoming Parade on Friday, October 18th at 12:15 P.M.   The parade will start at St. Michael’s and travel west on Main Street to Route 4 and head north.  They will travel on Route 4 to Lafayette and will turn west on Lafayette to Deneen Street, heading north on Deneen and ending at the high school parking lot. 

 

Received a letter from Ashleigh Feldmann requesting to close Miller Drive from Franklin Street to Deneen Street on Friday afternoon, October 18, 2024 from 3:30 P.M. to 6:30 P.M. to host a block party and celebrate Staunton High School Homecoming. 

 

Received a Letter of Resignation from part time yard waste attendant / crossing guard Linda Curtis, effective October 1, 2024.  Linda is willing to help out until a replacement has been hired.

 

Received a request from the Staunton Neighborhood Watch group to use the Fireman’s Park on Sunday, September 29th for a community meet and greet.  They are requesting to have the park rental fee waived.

PUBLIC HEALTH & SAFETY  -

 

Motion by Manning, seconded by McKee to pay Invoice #6308 from Auto Sound & Security for equipment and labor to outfit the new 2024 Dodge Durango police vehicle in the amount of $2,750.00.  At Roll Call Vote – Ayes:  Berg, Machota, McKee, Tipler, Manning, Dias.  Nayes:  None.  Absent:  None.  Motion carried.

 

Motion by Manning, seconded by Tipler to pay Invoice #26121925-091224 to Southwestern Illinois College for Police Academy Training for newly hired police officers Charles Lowe and Tyler McCracken in the amount of $13,480.00.  At Roll Call Vote – Ayes:  Machota, McKee, Tipler, Manning, Dias, Berg.  Nayes:  None.  Absent:  None.  Motion carried.

            PARK & CIVIC IMPROVEMENT –

 

Motion by Tipler, seconded by Manning to grant request to the Staunton Neighborhood Watch group to use the Fireman’s Park on Sunday, September 29th, with the park rental fee being waived.  At Roll Call Vote – Ayes:   Tipler, Manning, Dias, Berg, Machota, McKee.  Nayes:  None.  Absent:  None.  Motion carried.

STREET / SEWER

 

Motion by Machota, seconded by Manning to approve Invoice #85629 from Coe Equipment, Inc. for repairs done to sewer Vactor Truck in the amount of $11,268.66.  A quote for the repairs was approved at the June 10, 2024 City Council Meeting for $9,546.40, however, additional repairs were required.  At Roll Call Vote – Ayes:  Dias, Berg, Machota, McKee, Tipler, Manning.  Nayes:  None.  Absent:  None.  Motion carried.

Motion by Manning, seconded by Dias to approve Ordinance #2255 Annexing Certain Territory To The City Of Staunton, Macoupin County, Illinois (1031 North Easton Street).  At Roll Call Vote – Ayes:  Berg, Machota, McKee, Tipler, Manning, Dias.  Nayes:  None.  Absent:  None.  Motion carried. 

 

1st reading of Ordinance #2257 Approving A Pre-Annexation Agreement With John A. & Brandi N. Miles Regarding Property Located At 2849 Shady Pine Rd., Staunton, IL But Not Physically Annexing The Property To The City’s Corporate Boundaries At This Time

 

1st reading or Ordinance #2258 Approving A Pre-Annexation Agreement With Kayleigh & Matthew Bessent Regarding Property Located At 9127 Lakewood Drive, Staunton, IL But Not Physically Annexing The Property To The City’s Corporate Boundaries At This Time

 

Motion by Manning, seconded by Tipler to approve Resolution #2024-28A, Amending Resolution #2024-28, Approving Contractor’s Application For Payment Number 5 To Kamadulski Excavating For Work Completed On The Gensing Creek Box Culvert Replacement Project ( from June 6, 2024 – July 26, 2024 in the amount of $329,976.29).  At Roll Call Vote – Ayes:  Manning, Dias, Berg, Machota, McKee, Tipler.  Nayes:  None.  Absent:  None.  Motion carried. 

 

Motion by Manning, seconded by McKee to approve Resolution #2024-31 Declaring Trick-Or-Treat Days And Hours In Staunton, Illinois.  At Roll Call Vote – Ayes:  Dias, Berg, Machota, McKee, Tipler, Manning.  Nayes:  None.  Absent:  None.  Motion carried. 

 

Motion by Manning, seconded by Dias to approve Resolution #2024-32 Authorizing The Execution Of A Redevlopment Agreement With Mike Bellovich.  At Rol Call Vote – Ayes:  Berg, Machota, McKee, Tipler, Manning, Dias.  Nayes:  None.  Absent:  None.  Motion carried. 

 

X.       UNFINISHED BUSINESS—

    

      Mayor Neuhaus informed the Council that the two large bushes right in front of the

      door at the City Hall Complex on Main Street are going to be removed.
