I. CALL TO ORDER:
Mayor Craig Neuhaus called the Staunton City Council Meeting to order at 7:00 P.M. on Monday, October 23, 2023.
II. PLEDGE OF ALLEGIANCE:
Mayor Craig Neuhaus led the Pledge Allegiance to the Flag.

VI. CORRESPONDENCE
Received a letter from the Staunton Chamber of Commerce outlining all of the upcoming activities for the “Lighting of Duda Garden” on November 25th and the list of events for the Holiday Walk Weekend, which will be December 1st and 2nd. A copy of the letter is attached with the agenda packet.
VII. TREASURER’S REPORT
Certificates of Deposit that recently matured at Bank of Springfield:
Band Fund - $15,000.00 plus $460.43 interest
Depreciation Fund - $75,000.00 plus $2,302.13 interest
General Fund - $150,000.00 plus $4,604.26 interest
The annual Treasurer’s Report for the City of Staunton has been completed for the fiscal year ending April 30, 2023, and a motion to accept the report will be during the Finance Committee Report.
VIII. CITY CLERK’S REPORT
The City Clerk’s Office will be closed on Friday, November 10th in observance of the Veteran’s Day Holiday. All public works employees, except one water plant employee, will be off that day as well. I will need to get all agenda items for the November 13th meeting by Thursday, November 9th.
A reminder that Trick or Treat days and hours are October 30th and 31st from dusk to 9:00 P.M. The Lions Club Halloween Parade will be also be held on October 30th at 6:00 P.M., weather permitting. They have decided to not have a rain date for the parade this year.

Motion by Manning, seconded by Dias to pay Invoice #26121925-101023 to Southwestern Illinois College for Police Academy Training for newly hired police officers Austin Brown and Leonard Rankin in the amount of $13,480.00. PARK & CIVIC IMPROVEMENT –
Motion by Tipler, seconded by Dias to pay Invoice #246809 to Midwest Turf Management for turf maintenance at the soccer fields and baseball fields in the amount of $1,830.00. At Roll Call Vote – Ayes: Machota, McKee, Tipler, Manning, Dias, Berg. Nayes: None. Absent: None. Motion carried.
Motion by Tipler, seconded by Dias to pay Investor Invoice for the Macoupin County CEO Program in the amount of $1,000.00. At Roll Call Vote – Ayes: McKee, Tipler, Manning, Dias, Berg, Machota. Nayes: None. Absent: None. Motion carried.

Motion by Tipler, seconded by Manning to pay Invoice #117995 to Fehr Graham for Services Rendered regarding the 2023 OSLAD Grant Application in the amount of $2,100.00. At Roll Call Vote – Ayes: Tipler, Manning, Dias, Berg, Machota, McKee. Nayes: None. Absent: None. Motion carried.
