City Council Meeting Minutes--November 28, 2022


MINUTES OF THE REGULAR MEETING OF THE STAUNTON CITY COUNCIL, HELD AT THE RALPH & JOSEPHINE OLTMANN COMMUNITY CENTER, 101 W. PEARL ST., STAUNTON, ILLINOIS ON MONDAY, NOVEMBER 28, 2022


I. CALL TO ORDER:


Mayor Craig Neuhaus called the Staunton City Council Meeting to order at 7:00 P.M. on Monday, November 28, 2022.


II. PLEDGE OF ALLEGIANCE:

Mayor Craig Neuhaus led the Pledge Allegiance to the Flag.


III. ROLL CALL:

City Clerk Stiegemeier called roll with the following persons

ATTENDING: Councilmembers David Manning, David Dias, Ryan Machota, John Moore, Terry Tipler, Mayor Craig Neuhaus, City Clerk Dennis Stiegemeier, Attorney Louis Laugges, City Treasurer Cindy Pirok and Public Works Director Mike Kuethe.


ELECTRONIC ATTENDANCE: Police Chief Jeff Doerr.


NOT ATTENDING: City Attorney Phil Lading.

IV. APPOINTMENT AND OATH OF OFFICE

Motion by Tipler, seconded by Moore to approve Resolution #2022-22 Appointing Kristy Berg To The Position Of Ward 2 Alderman For The City Of Staunton, Illinois. At Roll Call Vote – Ayes: Dias, Machota, Moore, Tipler, Manning. Nayes: None. Absent: None. Motion carried.


City Clerk Stiegemeier administered the Oath of Office to newly appointed Ward 2 Alderman Kristy Berg.

VI. GUESTS

Morrie Fraser and Marie Bartony, members of the Staunton Police Commission Board were in attendance. Mr. Fraser gave a brief presentation regarding his attendance at the Illinois Fire and Police Commissioners Association Conference, which he recently attended in Naperville, IL. Morrie stated that the main areas of discussion this year were: the Safety Act and its effect on cities, police department recruiting and retention efforts of police officers. A handout was give to Mayor Neuhaus and the Mayor stated that a committee meeting would be called after the first of the year to discuss these issues.

Motion by Manning, seconded by Dias to approve Estimate #10407 from Advanced Communications for radio repeater on Mt. Olive tower in the amount of $3,413.00. At Roll Call Roll – Ayes: Machota, Moore, Tipler, Manning, Dias, Berg. Nayes: None. Absent: None. Motion carried.

UTILITIES / WATER


Motion by Moore, seconded by Tipler to approve bid from Kamadulski Excavating & Grading Co., Inc. for water treatment plant lagoon maintenance in the amount of $9,400.00. At Roll Call Vote – Ayes: Moore, Tipler, Manning, Dias, Berg, Machota. Nayes: None. Absent: None. Motion carried.


Motion by Moore, seconded by Tipler to accept Bid #200788 from Midwest Municipal Supply for materials to used on the Hibbard/Franklin Water Main Project, Phase II, in the amount of $57,136.94. Other bids received were from Core & Main for $59,889.50 and from Schulte Supply for $60,942.00. At Roll Call Vote – Ayes: Tipler, Manning, Dias, Berg, Machota, Moore. Nayes: None. Absent: None. Motion carried.


Motion by Moore, seconded by Dias to accept Bid #S1193188 from Schulte Supply for hydrants to be used on the Hibbard/Franklin Water Main Project, Phase II, in the amount of $12,185.00. Other bids received were from Midwest Municipal Supply for $12,234.05 and from Core & Main for $13,500.00. At Roll Call Vote – Ayes: Manning, Dias, Berg, Machota, Moore, Tipler. Nayes: None. Absent: None. Motion carried.


STREET /SEWER-

Motion by Machota, seconded by Moore to Accept a Dedication of a Private Sewer Main to the City of Staunton from Bernice Hemann. At Roll Call Vote – Ayes: Dias, Berg, Machota, Moore, Tipler, Manning. Nayes: None. Absent: None. Motion carried.


PUBLIC GROUNDS-

TOURISM –

PERSONNEL –

Motion by Dias, seconded by Manning to approve Christmas bonuses to City Employees as follows:

$250.00 to Department Heads

$150.00 to Full Time Employees

$100.00 to Part Time Employees with more than 250 hours per year

Motion by Moore, seconded by Tipler to accept Proposal #P13945 from Environmental Operations, Inc. for Pre-Demolition Abestos Inspection on the properties at 104 and 108 East Main Street at an estimated cost of $2,549.50. At Roll Call Vote – Ayes: Berg, Machota, Moore, Tipler, Manning, Dias. Nayes: None. Absent: None. Motion carried.


JUDICIARY—


Motion by Manning, seconded by Moore to approve Ordinance #2185 Authorizing The Levy And Collection Of Taxes For The Corporate And Municipal Purposes Of The City Of Staunton, Macoupin County, Illinois For The Fiscal Year Beginning May 1, 2022 And Ending April 30, 2023. At Roll Call Vote – Ayes: Machota, Moore, Tipler, Manning, Dias, Berg. Nayes: None. Absent: None. Motion carried.


Motion by Manning, seconded by Moore to approve Ordinance #2186 Approving A Pre-Annexation Agreement With Jacob R. Berry Regarding Property Located At 1705 South Union Street, Staunton, IL, But Not Physically Annexing The Property To The City’s Corporate Boundaries At This Time. At Roll Call Vote – Ayes: Manning, Dias, Berg, Machota, Moore, Tipler. Nayes: None. Absent: None. Motion carried.

XII. NEW BUSINESS—


A special thanks to Neuhaus Heating and Air Conditioning for allowing the City to use their trailer to transport the Christmas decorations for Duda Garden from Tennessee back to Staunton. Also, thanks to the City workers for getting the truck and trailer ready to transport the decorations and also helping to set up the decorations at Duda Garden. Thanks also to Chamber of Commerce members and Lynn and Nancy Neuhaus for all of their help in getting Duda Garden ready for the upcoming holiday season.


The Staunton Volunteer Fire Department is doing training at 104 East Main Street.

They had done some training last week and are doing more this evening. The

department has several new, young fireman, and buildings like this offer great

training opportunities to these firemen.
