MINUTES OF THE REGULAR MEETING OF THE STAUNTON CITY COUNCIL, HELD IN THE RALPH & JOSEPHINE OLTMANN COMMUNITY CENTER, 101 W. PEARL ST., STAUNTON, ILLINOIS ON MONDAY, MAY 13, 2024

 

I.          CALL TO ORDER:

 

            Mayor Pro-Tem Terry Tipler called the Staunton City Council Meeting to order at 7:00 P.M. on Monday, May 13, 2024.

 

II.        PLEDGE OF ALLEGIANCE:

 

            Mayor Pro-Tem Terry Tipler led the Pledge Allegiance to the Flag.

 

 III.      ROLL CALL:

 

            City Clerk Stiegemeier called roll with the following persons:

VI.      CORRESPONDENCE

 

Received the 2024 Proposed Schedule for The Heritage Community Band for their upcoming concerts in Staunton.  The band will play on May 27th (Memorial Day), and in July, the 4th, 11th, 18th and 25th.  The July concerts will be held at the City Band Stand.

 

The Staunton Area Honor Guard and Scout Troop #34 will be honoring Veterans on May 27th at the Memorial Day Ceremony at the City Hall Complex. This will be held at 11:00 A.M.  A complete schedule of their ceremonies is attached to the agenda packet.

Due to the Memorial Day Holiday, the next regularly scheduled City Council Meeting will be held on Tuesday evening, May 28th at 7:00.


I recently participated in the FOIA for Public Bodies Webinar, sponsored by the Illinois Attorney General’s Office.

Motion by Berg, seconded by Manning to pay Investor Invoice for the Macoupin County CEO Program in the amount of  $1,000.00.  At Roll Call Vote – Ayes:  Berg, Machota, McKee, Tipler, Manning, Dias.  Nayes:  None.  Absent:  None.  Motion carried. 

 

FINANCE–

 

Motion by Dias, seconded by Manning to pay Invoices #2066896, #2066568 and #2067025 from Midwest Municipal Supply for materials used to connect the 12” water main from the east side to the west side of the Gensing Creek box culvert.  All three invoices total $16,300.68 and will be paid from line item 55.62.890.1.   At Roll Call Vote – Ayes:  Machota, McKee, Tipler, Manning, Dias, Berg.  Nayes:  None.  Absent:  None.  Motion carried.

Motion by Berg, seconded by Dias to approve Quote #S1205048 from Schulte Supply for software updating regarding utility billing in the amount of $8,097.40.  At Roll Call Vote – Ayes:  McKee, Tipler, Manning, Dias, Berg, Machota.  Nayes:  None.  Absent:  None.  Motion carried.

Motion by Manning, seconded by Dias to approve Ordinance #2241 Approving A Pre-Annexation Agreement With Mary A. Heyen Regarding Property Located At 16336 VFW Road, Staunton, IL But Not Physically Annexing The Property To The City’s Corporate Boundaries At This Time.  At Roll Call Vote – Ayes:  Tipler, Manning, Dias, Berg, Machota, McKee.  Nayes:  None.  Absent:  None.  Motion carried. 

 

1st reading of Ordinance #2242 Approving A Pre-Annexation Agreement With Ashly & Anthony Borgic Regarding Property Located At 9355 Schaefer Rd., Staunton, Illinois But Not Physically Annexing The Property To The City’s Corporate Boundaries At This Time

 

Motion by Manning, seconded by Dias to approve Resolution #2024-11 Re-Appointing Mike Kuethe As Director Of Public Works For The City Of Staunton, Illinois.  At Roll Call Vote – Ayes:   Manning, Dias, Berg, Machota, McKee, Tipler.  Nayes:  None.  Absent:  None.  Motion carried. 

 

Motion by Manning, seconded by Dias to approve Resolution #2024-12 Re-Appointing Philip J. Lading As City Attorney For The City Of Staunton, Illinois.  At Roll Call Vote – Ayes:  Dias, Berg, Machota, McKee, Tipler, Manning.  Nayes:  None.  Absent:  None.  Motion carried. 

 

Motion by Manning, seconded by Dias to approve Resolution #2024-13 Re-Appointing Dennis Stiegemeier As City Collector For The City Of Staunton, Illinois.  At Roll Call Vote – Ayes:  Manning, Dias, Berg, Machota, McKee, Tipler.  Nayes:  None.  Absent:  None.  Motion carried. 

 

Motion by Manning, seconded by Dias to approve Resolution #2024-14 Re-Appointing Jack Daugherty To The Position Of Zoning Hearing Officer For The City Of Staunton, Illinois.  At Roll Call Vote – Ayes:  Dias, Berg, Machota, McKee, Tipler, Manning.  Nayes:  None.  Absent:  None.  Motion carried. 

 

Motion by Manning, seconded by Dias to approve Resolution #2024-15 Re-Appointing Jeff Doerr As Chief Of Police For The City Of Staunton, Illinois.  At Roll Call Vote – Ayes:  Berg, Machota, McKee, Tipler, Manning, Dias.  Nayes:  None.  Absent:  None.  Motion carried. 

 

Motion by Manning, seconded by Dias to approve Resolution #2024-16 Re-Appointing Matt DalPozzo As Code Enforcement Officer / Zoning Administrator For The City Of Staunton, Illinois.  At Roll Call Vote – Ayes:    Machota, McKee, Tipler, Manning, Dias, Berg.  Nayes:  None.  Absent:  None.  Motion carried. 

 

Motion by Manning, seconded by Dias to approve Resolution #2024-17 Re-Appointing Randy Williams Trustee Of The Staunton Police Pension Board.  At Roll Call Vote – Ayes:   Manning, Dias, Berg, Machota, McKee, Tipler.  Nayes:  None.  Absent:  None.  Motion carried. 

 

Motion by Manning, seconded by Dias to approve Resolution #2024-18 Authorizing The Execution Of A Redevelopment Agreement With B&S Market, Inc.  At Roll Call Vote – Ayes:   Dias, Berg, Machota, McKee, Tipler, Manning.  Nayes:  None.  Absent:  None.  Motion carried.
