MINUTES OF THE REGULAR MEETING OF THE STAUNTON CITY COUNCIL, HELD IN THE RALPH & JOSEPHINE OLTMANN COMMUNITY CENTER, 101 W. PEARL ST., STAUNTON, ILLINOIS ON MONDAY, MARCH 8, 2021


I. CALL TO ORDER:


Mayor Pro-Tem Maria Bodner called the Staunton City Council Meeting to order at 7:00 P.M. on Monday, March 8, 2021


II. PLEDGE OF ALLEGIANCE:

Mayor Pro-Tem Maria Bodner led the Pledge Allegiance to the Flag.


III. ROLL CALL:

Prior to roll call being taken, City Clerk Stiegemeier announced that tonight’s City Council Meeting was being conducted remotely and was being recorded due to the COVID-19 Pandemic.

City Clerk Stiegemeier called roll with the following persons:


ATTENDING: Aldermen Brooke Wallace, Rick Johnson, Randy Hanks, Ryan Machota, John Moore and Jeff Scanzoni, City Clerk Dennis Stiegemeier, City Treasurer Cindy Pirok, Police Chief Jeff Doerr and Public Works Director Mike Kuethe.


ELECTRONIC ATTENDANCE: Aldermen Maria Bodner and Chad Plenske and City Attorney Phil Lading.

NOT ATTENDING: Mayor Craig Neuhaus

Johnson moved, seconded by Machota to approve Consent Agenda with the following items:

Prior to moving forward with the meeting, Alderman Johnson stated that late fees and shut offs will begin again in April after the April 25th, due date. All water/sewer accounts must be brought current by that date to avoid shut off for non-payment.

V. GUESTS

Tim Hannig was present and asked to speak. He addressed Alderman Jeff Scanzoni, who is running for re-election in Ward 4 and said that he had heard that if Mr. Scanzoni did win, he was not going to fulfill his term. Alderman Scanzoni answered Hannig stating that this was not true, and if he was re-elected he had no intentions of not fulfilling his term of office.

VI. CORRESPONDENCE


Received an email from Julie Jarman, Staunton Lions Club Representative, informing the City Council that the Lions Club has made the decision to cancel their annual Easter Egg Hunt this year due to safety protocols regarding the pandemic.

PARK & CIVIC IMPROVEMENT –

FINANCE–

Motion by Moore, seconded by Johnson to pay Invoice #52059 from Illini Tech Services for equipment needed for remote attendance and the recording of City meetings at a cost of $3,545.98. The estimate for this was approved at the January 25, 2021 City Council Meeting for $3,500.00 however, the onsite labor took longer than expected which resulted in the cost being higher. At Roll Call Vote – Ayes: Johnson, Hanks, Machota, Plenske, Moore, Scanzoni, Bodner, Wallace. Nayes: None. Absent: None. Motion carried.


WATER-

Nothing to report.


STREET / SEWER


Motion by Machota, seconded by Moore to pay Invoice #5500968 from Vandevanter Engineering for Annual Maintenance at the main lift station in the amount of $5,515.00. At Roll Call Vote – Ayes: Hanks, Machota, Plenske, Moore, Scanzoni, Bodner, Wallace, Johnson. Nayes: None. Absent: None. Motion carried.


PUBLIC GROUNDS-

TOURISM –

Nothing to report.


PERSONNEL –

Motion by Johnson, seconded by Scanzoni to hire Jules Bartony, Sr. and Bill Adler as permanent part time Crossing Guards and Yard Waste Site Attendants. These were the only two applicants to apply for the positions. At Roll Call Vote – Ayes: Machota, Plenske, Moore, Scanzoni, Bodner, Wallace, Johnson, Hanks. Nayes: None. Absent: None. Motion carried.


Motion by Johnson, seconded by Moore to hire Jacob Morgan and Drew Sloan as permanent Part Time Police Officers. At Roll Call Vote – Ayes: Plenske, Moore, Scanzoni, Bodner, Wallace, Johnson, Hanks, Machota. Nayes: None. Absent: None. Motion carried.


ANNEXATION –

Nothing to report.


SPECIAL COMMITTEES –

JUDICIARY—

Motion by Moore, seconded by Johnson to table Ordinance #2109 Accepting Findings Of Fact And Recommendations Of The Zoning Hearing Officer To Approve An Application For A Zoning Text Amendment Submitted By The City Of Staunton, Illinois. At Roll Call Vote – Ayes: Moore, Scanzoni, Bodner, Wallace, Johnson, Hanks, Machota, Plenske. Nayes: None. Absent: None. Motion carried.


Motion by Johnson, seconded by Moore to approve Ordinance #2110 Adopting A Rental Agreement For The Staunton Ralph And Josephine Oltmann Community Center. At Roll Call Vote – Ayes: Scanzoni, Bodner, Wallace, Johnson, Hanks, Machota, Plenske, Moore. Nayes: None. Absent: None. Motion carried.


Motion by Johnson, seconded by Moore to approve Resolution #2021-06 Approving A Yard Waste Disposal Agreement With J-N-F Tree Service And Authorizing Execution Of Same By The Mayor. At Roll Call Vote – Ayes: Bodner, Wallace, Johnson, Machota, Plenske, Moore, Scanzoni. Nayes: Hanks. Absent: None. Motion carried 7 Ayes; 1 Naye.


X. UNFINISHED BUSINESS—

Nothing to report.


XI. NEW BUSINESS-

Alderman Johnson stated that he would like to add four more microphones to the

City Council tables for ease of hearing for those attending the meetings electronically.

The cost of the four microphones would be $358.00. Council members felt that this

is a good idea, so Johnson will get the microphones on order from Illini Tech as soon

as possible.


Alderman Plenske suggested to adjust the placement of the camera for the meetings,

as some attending the meeting can’t be seen.
