I. CALL TO ORDER:
Mayor Craig Neuhaus called the Staunton City Council Meeting to order at 7:00 P.M. on Monday, March 22, 2021
II. PLEDGE OF ALLEGIANCE:
Mayor Craig Neuhaus led the Pledge Allegiance to the Flag.
III. ROLL CALL:
Prior to roll call being taken, City Clerk Stiegemeier announced that tonight’s City Council Meeting was being conducted remotely and was being recorded due to the COVID-19 Pandemic.

VI. CORRESPONDENCE
Received a letter from Madison Communications notifying the City of their success in exceeding customer protection requirements for the 2020 year. A copy of the letter and report is included with the agenda packet.
Received a letter from Net Community Church asking to use the city’s trailer of tables from April 9th through April 13th. Net Community will be hosting a testing site for Staunton High School students to take their SAT test. The school has asked to make a special testing site available, which would allow for social distancing during the current pandemic. Net Community will provide workers to unload and reload the tables into the City trailer.
Received an email from Nathan Smith, Marketing and Recruiting Manager for Express Employment Professionals in Glen Carbon, IL. He is looking for a location to host a pop up job fair and was inquiring about using the parking lot at the Community Center. A copy of Nathan’s email is attached to the agenda packet.

VIII. CITY CLERK’S REPORT
The City Clerk’s Office will be closed on Friday, April 2, 2021 in observance of Good Friday. All public works employees, except one water treatment plant employee, will be off that day as well.
The Consolidated Election for the City of Staunton will be held on Tuesday, April 6, 2021.

Motion by Moore, seconded by Johnson to create Evaluation Committee and the initially appointed members for the review of the Housing Rehabilitation Grant Process, with members being Mayor Craig Neuhaus, John Moore, Tom Allen and Ailee Taylor. This committee will meet at this time to evaluate the grant writer application that was submitted (only one was submitted). After the grant writer is in place, qualifying applicants will be able to submit housing rehabilitation grants and this committee would also review those grant applications to make sure that they would qualify. At Roll Call Vote – Ayes: Johnson, Machota, Plenske, Moore, Scanzoni, Bodner, Wallace. Nayes: Hanks. Absent: None. Motion carried 7 Ayes; 1 Naye.
WATER-
Motion by Hanks, seconded by Plenske to accept Quote #1169729 from Schulte Supply for radio read water meters with antenna assemblies in the amount of $6,341.60. At Roll Call Vote – Ayes: Hanks, Machota, Plenske, Moore, Scanzoni, Bodner, Wallace, Johnson. Nayes: None. Absent: None. Motion carried.
Motion by Hanks, seconded by Plenske to accept Quote #21153 from Illini Tech for new computer at the water treatment plant in the amount of $1,575.00. At Roll Call Vote – Ayes: Machota, Plenske, Moore, Scanzoni, Bodner, Wallace, Johnson, Hanks. Nayes: None. Absent: None. Motion carried.

A brief discussion was held regarding changes made to the original submitted text amendment concerning commercial properties and fences. At Roll Call Vote – Ayes: Moore, Scanzoni, Bodner, Johnson, Machota. Nayes: Wallace, Hanks, Plenske. Absent: None. Motion carried 5 Ayes; 3 Nayes.
