MINUTES OF THE REGULAR MEETING OF THE STAUNTON CITY COUNCIL, HELD IN THE RALPH & JOSEPHINE OLTMANN COMMUNITY CENTER, 101 W. PEARL ST., STAUNTON, ILLINOIS ON MONDAY, JULY 22, 2024

 

I.          CALL TO ORDER:

 

            Mayor Craig Neuhaus called the Staunton City Council Meeting to order at 7:00 P.M. on Monday, July 22, 2024.

 

II.        PLEDGE OF ALLEGIANCE:

 

            Mayor Craig Neuhaus led the Pledge Allegiance to the Flag.

 

 III.      ROLL CALL:

 

            City Clerk Stiegemeier called roll with the following persons:

 

            ATTENDING:  Aldermen David Dias, Kristy Berg, Ryan Machota, Matthew McKee, Terry Tipler, Mayor Craig Neuhaus, City Clerk Dennis Stiegemeier, City Treasurer Cindy Pirok and Attorney Michael Gaeschel.

V.        GUESTS

                                   

            The presentation of a Certificate of Heroism was presented to Andrew Cisler.  Andrew explained that last month the family had a pool party at the home of his folks, David and Susan Cisler.  They had all been playing volleyball in the pool and suddenly Andrew’s Cousin, Jaiden Huhsman, disappeared and was discovered at the bottom of the deep end of the pool.  Andrew’s quick thinking and Boy Scout life saving training kicked in to action and he dove in to the deep end of the pool and rescued Jaiden.  At age 3, Jaiden experienced her first Epileptic Seizure and this is what happened to her that day.  Due to the fact that Jaiden is unable to drive, due to her seizures, the Huhsman family is grateful to Macoupin County Transit for providing transportation to Jaiden to get to her appointments.  At this particular time, Madison County Transit does not offer this service and she would have to be taken to a drop off station and picked up by the Transit Authority.  The Huhsman and Cisler families are very grateful to Andrew for his life saving measures that kicked into action.  Mayor Neuhaus presented Andrew with a Certificate of Heroism from the City of Staunton.  Congratulations, Andrew!

VIII.   CITY CLERK’S REPORT

 

Auditors from C.J. Schlosser will be in the City Clerk’s Office from July 24th to July 26th to do the annual Fiscal Year Audit

 

I received an email from Macoupin County Clerk Pete Duncan regarding the April, 2025 Consolidated Election.  The State of Illinois has moved up the timeline in terms of filing and petitions.  Petitions will now go out the end of August and the filing period will be mid-November.  The 2025 Candidate Guide has not yet been released by the State Board of Elections, but as soon as Pete receives these, the information packets will be sent to me.

Motion by Tipler, seconded by Dias to pay Invoice #3556D31267 to Xylem Water Solutions U.S.A., Inc. for Professional Services Rendered regarding repairs at the water treatment plant in the amont of $3,750.00.  This will be paid from Budget Line Item 38.45.611.0.  At Roll Call Vote – Ayes:  Berg, Machota, McKee, Tipler, Manning, Dias.  Nayes:  None.  Absent:  None.  Motion carried. 

 

Motion by Tipler, seconded by McKee to pay Invoice #602889 from Utility Service Co., Inc. for Annual Maintenance and Inspection on the Elevated Water Tower in the amount of $28,334.52.  This will be paid from Budget Line Item 38.45.515.1.  At Roll Call Vote – Ayes:  Machota, McKee, Tipler, Manning, Dias, Berg.  Nayes:  None.  Absent:  None.  Motion carried. 

 

Motion by Tipler, seconded by Manning to pay Invoice #856454 to Sandberg Phoenix for Professional Services Rendered for Special Projects in the amount of $1,710.03.  At Roll Call Vote – Ayes:  McKee, Tipler, Manning, Dias, Berg, Machota.  Nayes:  None.  Absent:  None.  Motion carried. 

 

Motion by Tipler, seconded by Dias to renew health insurance for City of Staunton full time employees from CBIZ Benefit & Insurance Services of Illinois (Blue Cross / Blue Shield of Illinois), effective October 1, 2024.  The monthly renewal premium will be $916.30 per employee, per month.  This is a decrease in the premium of $36.91 per month, per employee.  At Roll Call Vote – Ayes:   Tipler, Manning, Dias, Berg, Machota, McKee, Tipler.  Nayes:  None.  Absent:  None.  Motion carried.

 

Motion by Tipler, seconded by McKee to pay Invoice #9662 from PSC Engineering for Inspection Work on the West Frontage Road Sanitary Sewer Extension Project in the amount of  $1,140.00.  This will be paid from Line Item 37.71.855.0.   At Roll Call Vote – Ayes:  Berg, Machota, McKee, Tipler, Manning, Dias.  Nayes:  None.  Absent:  None.  Motion carried. 

 

Motion by Tipler, seconded by McKee to approve Final Pay Estimate #3 to J.P. Burns Excavating, Inc. for work completed on the Main Street Sewer Extension Project in the amount of  $13,795.02.  This will be paid from Line Item 37.71.853.0.  At Roll Call Vote – Ayes:  Machota, McKee, Tipler, Manning, Dias, Berg.  Nayes:  None.  Absent:  None.  Motion carried. 

 

Motion by Tipler, seconded by Dias to accept Request for Qualifications Proposal submitted by PSC Civil Engineers and Land Surveyors for the CDBG Housing Grant.  At Roll Call Vote – Ayes:  Manning, Dias, Berg, Machota, McKee, Tipler.  Nayes:  None.  Absent:  None.  Motion carried. 

 

WATER-.

 

Motion by Berg, seconded by Dias to approve low bid from Midwest Municipal Supply for materials for the Herman Road Water Main Extension Project in the amount of $47,851.12  .  At Roll Call Vote – Ayes:  Dias, Berg, Machota, McKee, Tipler, Manning.  Nayes:  None.  Absent:  None.  Motion carried. 

 

Moton by Berg, seconded by Tipler to approve low bid from Midwest Municipal Supply for materials for the Albrecht Road Water Main Extension Project in the amount of $17,689.91.  At Roll Call Vote – Ayes:            Berg, Machota, McKee, Tipler, Manning, Dias.  Nayes:  None.  Absent:  None.  Motion carried. 

           

STREET / SEWER

 

Motion by Machota, seconded by Manning to pay Invoice #123898 to Fehr Graham Engineering & Envinronmental for Engineering Services rendered on the North Street Lift Station & Force Main Project in the amount of $1,322.25.  This will be paid from Budget Line Item 52.43.898.0.  At Roll Call Vote – Ayes:  Machota, McKee, Tipler, Manning, Dias, Berg.  Nayes:  None.  Absent:  None.  Motion carried. 

 

Motion by Machota, seconded by McKee to approve Quote for a new #76396 John Deere Skid Steer in the amount of $47,100.00, after trade in.   At Roll Call Vote – Ayes:  Manning, Dias, Berg, Machota, McKee, Tipler.  Nayes:  None.  Absent:  None.  Motion carried.

      The painting at the pickleball courts has been completed and the finished job looks

      very nice.  Mayor Neuhaus thanked Alderman Tipler for all of his efforts in getting

      the job done.
