MINUTES OF THE REGULAR MEETING OF THE STAUNTON CITY COUNCIL, HELD IN THE RALPH & JOSEPHINE OLTMANN COMMUNITY CENTER, 101 W. PEARL ST., STAUNTON, ILLINOIS ON MONDAY, JULY 10, 2023


I. CALL TO ORDER:


Mayor Craig Neuhaus called the Staunton City Council Meeting to order at 7:00 P.M. on Monday, July 10, 2023.


II. PLEDGE OF ALLEGIANCE:

Mayor Craig Neuhaus led the Pledge Allegiance to the Flag.


III. ROLL CALL:

City Clerk Stiegemeier called roll with the following persons:


ATTENDING: Aldermen David Dias, Ryan Machota, Matthew McKee and Terry Tipler, Mayor Craig Neuhaus, City Clerk Dennis Stiegemeier, City Treasurer Cindy Pirok, Police Chief Jeff Doerr and Public Works Director Mike Kuethe.


ELECTRONIC ATTENDANCE: Alderman Kristy Berg and City Attorney Phil Lading.


NOT ATTENDING: Alderman David Manning.

Received a letter of resignation from Full Time Police Officer Jeff Schoen. Jeff’s last day of employment with the City of Staunton will be June 29, 2023. He is asking to stay on as a part time officer.


Received a letter from Zion Early Childhood Education Center requesting to block the streets and intersections that border Zion Lutheran School (Wood, Henry, Hoxsey and Panhorst) from 10:00 to 11:00 A.M. on Wednesday, July 26, 2023, to allow daycare students to ride their bicycles around the school. They are also asking City workers to set up barricades that morning for the event.

PUBLIC HEALTH & SAFETY -

Motion by Tipler, seconded by Dias to grant request from Zion Early Childhood Education Center to block streets and intersections bordering Zion Lutheran School (Wood, Henry, Hoxsey and Panhorst) on Wednesday, July 26, 2023 from 10:00 to 11:00 A.M. They are also asking City workers to set up barricades that morning. At Roll Call Vote – Ayes: Berg, Machota, McKee, Tipler, Dias. Nayes: None. Absent: Manning. Motion carried.


PARK & CIVIC IMPROVEMENT –

Motion by Tipler, seconded by Dias to approve bid from Gilliahn concrete for $86,970.00 for installation of two pickleball courts at the South Water Tower Park. At Roll Call Vote – Ayes: Machota, McKee, Tipler, Dias, Berg. Nayes: None. Absent: Manning. Motion carried.


FINANCE–

WATER-

Motion by Tipler, seconded by McKee to approve Quote #32960 from Illini Tech Services for computer communication from the chemical room to the Scada System in the amount of $1,965.00. At Roll Call Vote – Ayes: McKee, Tipler, Dias, Berg, Machota. Nayes: None. Absent: Manning. Motion carried.


Motion by Tipler, seconded by Dias to approve Quotation #S1199559 from Schulte Supply for stock radio read water meters in the amount of $26,709.48. At Roll Call Vote – Ayes: Tipler, Dias, Berg, Machota, McKee. Nayes: None. Absent: Manning. Motion carried.


STREET / SEWER

Motion by Machota, seconded by Tipler to approve Resolution 2023-21 Approving A Plan for Operation and Maintenance of the Ginseng Creek Storm Sewer and Box Culvert. At Roll Call Vote – Ayes: Dias, Berg, Machota, McKee, Tipler. Nayes: None. Absent: Manning. Motion carried.


PUBLIC GROUNDS-

Motion by Machota, seconded by Dias to approve Quote from JNF Tree Service to cut, haul and grind stumps on two trees at the City Hall Complex on Main Street in the amount of $2,400.00. At Roll Call Vote – Ayes: Berg, Machota, McKee, Tipler, Dias. Nayes: None. Absent: Manning. Motion carried.


TOURISM –

Motion by Tipler, seconded by Dias to apply for Liquor License for upcoming Staunton Balloon Glow August 19 and Staunton Ribfest August 26, 2023. At Roll Call Vote – Ayes: Machota, McKee, Tipler, Dias, Berg. Nayes: None. Absent: Manning. Motion carried.

SPECIAL COMMITTEES –

Economic / TIF


Motion bu Tipler, seconded by Dias to reimburse Mississippi Culture 75% of the completed expenses as outlined in the the TIF Redevelopment Agreement, for a total of $17,967.93 (75% of $23,957.24). At Roll Call Vote – Ayes: Dias, Berg, Machota, McKee, Tipler. Nayes: None. Absent: Manning. Motion carried.


JUDICIARY—

Motion by Dias, seconded by Tipler to waive 1st reading of Ordinance #2211 An Ordinance To Install Stop Signs On West Olive Street At Its Intersection With North Hibbard Street And Oxford Road And Pineda Lane. At Roll Call Vote – Ayes: Berg, Machota, McKee, Tipler, Dias. Nayes: None. Absent: Manning. Motion carried.
