MINUTES OF THE REGULAR MEETING OF THE STAUNTON CITY COUNCIL, HELD IN THE RALPH & JOSEPHINE OLTMANN COMMUNITY CENTER, 101 W. PEARL ST., STAUNTON, ILLINOIS ON MONDAY, FEBRUARY 13, 2023


I. CALL TO ORDER:


Mayor Craig Neuhaus called the Staunton City Council Meeting to order at 7:00 P.M. on Monday, February 13, 2023.


II. PLEDGE OF ALLEGIANCE:

Mayor Craig Neuhaus led the Pledge Allegiance to the Flag.


III. ROLL CALL:

City Clerk Stiegemeier called roll with the following persons:

VI. CORRESPONDENCE


Received a letter of resignation from part time police officer Jacob Morgan. His last day of employment was to be December 31, 2022.


Received a letter from Christian Hasselberg, the Tour de Donut Race Coordinator on behalf of the Boeing Employees Bicycle Club, thanking the City of Staunton for all of their efforts in support of their annual race, along with a $3,000.00 donation. A copy of the letter is attached to the agenda packet.


Received an email from the Julie Jarman, representing the Staunton Lions Club, requesting to use the Fireman’s Park on Saturday, April 8, 2023 for their annual Easter Egg Hunt. They would be using the park from approximately 8:00 A.M. to 1:00 P.M. and they are asking to have the park rental fee waived.

VIII. CITY CLERK’S REPORT

Governor Pritzker has signed a new Gubernatorial Disaster Proclamation extending the statewide declaration through March 4, 2023, which means that public meetings may continue to be held remotely.

PARK & CIVIC IMPROVEMENT –

Motion by Tipler, seconded by Moore to grant request from the Staunton Lions Club to use the Fireman’s Park on Saturday, April 8, 2023 for their annual Easter Egg Hunt, with the park rental fee being waived. At Roll Call Vote – Ayes: Berg, Machota, Moore, Tipler, Manning, Dias. Nayes: None. Absent: None. Motion carried.


Motion by Tipler, seconded by Moore to pay Invoice #9030 from John H. Crawford & Associates for services rendered regarding the Easement preparation for the Staunton sign near Skeeter’s Pub in the amount of $1,195.00. At Roll Call Vote – Ayes: Machota, Moore, Tipler, Manning, Dias, Berg. Nayes: None. Absent: None. Motion carried.


FINANCE–

Motion by Moore, seconded by Dias to pay Invoice #DED5967101 to Illinois Counties Risk Management Trust for the City’s deductible on Law Enforcement Liability Claim in the amount of $4,565.84. At Roll Call Vote – Ayes: Moore, Tipler, Manning, Dias, Berg, Machota. Nayes: None. Absent: None. Motion carried.


Motion by Moore, seconded by Tipler to pay Invoice #755185 from Sandberg Phoenix for Professional Services Rendered for Special Projects in the amount of $2,482.83. At Roll Call Vote – Ayes: Tipler, Manning, Dias, Berg, Machota, Moore. Nayes: None. Absent: None. Motion carried.


WATER-

Motion by Moore, seconded by Dias to approve Quote #S1195991 from Schulte Supply, Inc. for stock radio read water meters with antenna assemblies at a cost of $6,462.30. This will be paid from Depreciation Fund Line Item 38.45.834.0. At Roll Call Vote – Ayes: Manning, Dias. Berg, Machota, Moore, Tipler. Nayes: None. Absent: None. Motion carried.


STREET / SEWER

Motion by Machota, seconded by Tipler to approve seeking bids for the Route 4 Sanitary Sewer Extension Project. At Roll Call Vote – Ayes: Dias, Berg, Machota, Moore, Tipler, Manning. Nayes: None. Absent: None. Motion carried.


Motion by Machota, seconded by Moore to approve replacing sidewalk on the north side of Henry Street from Hibbard to Wood Street at a cost not to exceed $10,000.00. At Roll Call Vote – Ayes: Manning, Dias, Berg, Machota, Moore, Tipler. Nayes: None. Absent: None. Motion carried.

Motion by Machota, seconded by Dias, to TABLE the motion giving Mayor Neuhaus authority to sign documents closing out the 2022 M.F.T. Program. At Roll Call Vote – Ayes: Dias, Berg, Machota, Moore, Tipler, Manning. Nayes: None. Absent: None. Motion carried.


Motion by Machota, seconded by Dias, to TABLE the approval of Resolution for 2023 M.F.T. Maintenance Program in the amount of $201,600.00. At Roll Call Vote – Ayes: Berg, Machota, Moore, Tipler, Manning, Dias. Nayes: None. Absent: None. Motion carried.

PERSONNEL –

Motion by Dias, seconded by Tipler to hire Korrie Hopkins as part time police dispatcher. At Roll Call Vote – Ayes: Machota, Moore, Tipler, Manning, Dias, Berg. Nayes: None. Absent: None. Motion carried.


Motion by Dias, seconded by Manning to pay water treatment plant employee Ed Rothgangel 64 hours of unused vacation time that wasn’t used prior to his anniversary date of February 13th, due to due lack of staffing at water treatment plant. At Roll Call Vote – Ayes: Manning, Dias, Berg, Machota, Moore, Tipler. Nayes: None. Absent: None. Motion carried.

Motion by Moore, seconded by Manning to pay Invoice #42091 from Environmental Operations, Inc. for Pre-Demolition Abestos Inspection and Report and Sample Analysis on the properties at 104 and 108 East Main Street in the amount of $2,694.40. At Roll Call Vote – Ayes: Dias, Berg, Machota, Moore, Tipler, Manning. Nayes: None. Absent: None. Motion carried.


JUDICIARY—

Motion by Manning, seconded by Dias to approve Ordinance #2191 Vacating Portion Of Property Between Main Street And East Olive Street, Declaring It Surplus Real Property And Authorizing Its Sale. At Roll Call Vote – Ayes: Berg, Machota, Moore, Tipler, Manning, Dias. Nayes: None. Absent: None. Motion carried.

XI. NEW BUSINESS-

A single bid was received for Surplus Property (PIN 01-002-569-00) from Jason

Sternickle. This was the only bid received and the bid amount was $10,000.00.


The City of Staunton has received a Community Support Award plaque from the

Staunton Fire Protection District, thanking the City for their assistance and support

of the Department. The plaque was awarded to the City at the last Chamber of

Commerce Meeting, and it has been hung at the City Clerk’s Office.
