City Council Meeting Minutes--December 11, 2023

MINUTES OF THE REGULAR MEETING OF THE STAUNTON CITY COUNCIL, HELD IN THE RALPH & JOSEPHINE OLTMANN COMMUNITY CENTER, 101 W. PEARL ST., STAUNTON, ILLINOIS ON MONDAY, DECEMBER 11, 2023

 

I.          CALL TO ORDER:

 

            Mayor Craig Neuhaus called the Staunton City Council Meeting to order at 7:00 P.M. on Monday, December 11, 2023.

 

II.        PLEDGE OF ALLEGIANCE:

 

            Mayor Craig Neuhaus led the Pledge Allegiance to the Flag.

 

 III.      ROLL CALL:

 

            City Clerk Stiegemeier called roll with the following persons:

 

            ATTENDING:  Aldermen David Manning, David Dias, Kristy Berg, Ryan Machota, Matthew McKee and Terry Tipler, Mayor Craig Neuhaus, City Clerk Dennis Stiegemeier, City Treasurer Cindy Pirok, City Attorney Phil Lading, Public Works Director Mike Kuethe and Police Chief Jeff Doerr.

VIII.   CITY CLERK’S REPORT

 

The City Clerk’s Office, as well as all public works employees, will be off on December 25th and December 26th for the upcoming Christmas holidays, except for one water treatment plant employee.

 

Please have all of the mandatory Sexual Harassment Training completed by December 31, 2023.  Turn in your Certificates of Completion to me before that time.

 

IX.      COMMITTEE REPORTS

 

PUBLIC HEALTH & SAFETY  -

            PARK & CIVIC IMPROVEMENT –

 

Motion by Tipler, seconded by Machota to seek bids for asbestos abatement for the property at 317 East Fifth Street.  At Roll Call Vote – Ayes:   Berg, Machota, McKee, Tipler, Manning, Dias.  Nayes:  None.  Absent:  None.  Motion carried.   

  

FINANCE–

 

Motion by Tipler, seconded by Dias to pay Invoice #120035 from Fehr Graham for for Professional Services rendered regarding the North Street Lift Station and Force Main Project in the amount of  $1,452.00, to be paid from Budget Line Item 56.45.865.0.  At Roll Call Vote – Ayes:  Machota, McKee, Tipler, Manning, Dias, Berg.  Nayes:  None.  Absent:  None.  Motion carried. 

 

WATER-

 

Motion by Berg, seconded by Manning to approve Quote #QTE0017700 from PAX Water Technologies for replacement PAX Mixers in the ground storage tank at the water treatment plant in the amount of $7,600.00.  This will be paid from line item 38.45.515.1.  At Roll Call Vote – Ayes:  McKee, Tipler, Manning, Dias, Berg, Machota.  Nayes:  None.  Absent:  None.  Motion carried.

Motion by Dias, seconded by McKee to hire Michelle Jones for the part time janitorial position for City owned buildings.  At Roll Call Vote – Ayes:  Tipler, Manning, Dias, Berg, Machota, McKee.  Nayes:  None.  Absent:  None.  Motion carried.

            JUDICIARY—

 

Motion by Manning, seconded by Dias to waive 1st reading of Ordinance #2225 An Ordinance Regarding The Illinois Paid Leave For All Workers Act For The City Of Staunton, Illinois.  At Roll Call Vote – Ayes:  Manning, Dias, Berg, Machota, McKee, Tipler.  Nayes:  None.  Absent:  None.  Motion carried. 

 

Motion by Manning, seconded by Dias to approve Ordinance #2225 An Ordinance Regarding The Illinois Paid Leave For All Workers Act For The City Of Staunton, Illinois.  At Roll Call Vote – Ayes:  Dias, Berg, Machota, McKee, Tipler, Manning.  Nayes:  None.  Absent:  None.  Motion carried. 

 

Motion by Manning, seconded by Dias to waive 1st reading of Ordinance #2226 Approving A Charity Roadblock By The Staunton High School Cheer Squad At The Intersection Of Main And Route 4.  At Roll Call Vote – Ayes:  Manning, Dias, Berg, Machota, McKee, Tipler.  Nayes:  None.  Absent:  None.  Motion carried. 

 

Motion by Manning, seconded by Dias to approve Ordinance #2226 Approving A Charity Roadblock By The Staunton High School Cheer Squad At The Intersection Of Main And Route 4.  At Roll Call Vote – Ayes:   Dias, Berg, Machota, McKee, Tipler, Manning.  Nayes:  None.  Absent:  None.  Motion carried. 

 

Motion by Manning, seconded by Dias to approve Resolution #2023-30 A Resolution Approving A Professional Services Agreement.  At Roll Call Vote – Ayes:  Berg, Machota, McKee, Tipler, Manning, Dias. 

 

Motion by Manning, seconded by Dias to approve Resolution #2023-31 A Resolution Of Support And Commitment Of Local Funds For The Community Development Block Grant.  At Roll Call Vote – Ayes:   Machota, McKee, Tipler, Manning, Dias, Berg.  Nayes:  None.  Absent:  None.  Motion carried. 

 

X.      UNFINISHED BUSINESS—

 

          Nothing to report.

 

XI.     NEW BUSINESS-

 

            A brief discussion was held regarding the second City Council Meeting in December,

            which the meeting date would have been December 26th.  It was decided that this

       meeting will be cancelled due to the Christmas holiday, so a motion was made by Manning, seconded by Dias to cancel the December 26th, 2023 City Council Meeting.  At Roll Call Vote – Ayes:  Manning, Dias, Berg, Machota, McKee, Tipler.  Nayes:  None.  Absent:  None.  Motion carried. 

   

XII.    EXECUTIVE SESSION—

 

      No Executive Session was held.

 

XIII.  MOTIONS FROM EXECUTIVE SESSION –

           No motions were made from Executive Session.

 

XIV.   ADJOURNMENT

            

With no further business to discuss, Councilmember Manning, seconded by Councilmember Dias to adjourn at 7:06 P.M.  At Roll Call Vote – Ayes:  Dias, Berg, Machota, McKee, Tipler, Manning.  Nayes:  None.  Absent:  None.  Motion carried.
