MINUTES OF THE REGULAR MEETING OF THE STAUNTON CITY COUNCIL, HELD IN THE RALPH & JOSEPHINE OLTMANN COMMUNITY CENTER, 101 W. PEARL ST., STAUNTON, ILLINOIS ON MONDAY, AUGUST 26, 2024

 

I.          CALL TO ORDER:

 

            Mayor Craig Neuhaus called the Staunton City Council Meeting to order at 7:00 P.M. on Monday, August 26, 2024.

 

II.        PLEDGE OF ALLEGIANCE:

 

            Mayor Craig Neuhaus led the Pledge Allegiance to the Flag.

 

 III.      ROLL CALL:

 

            City Clerk Stiegemeier called roll with the following persons:

VI.      CORRESPONDENCE

 

Received an email from Tracy Hutton, Mississippi Culture, requesting to close West Pearl Street from Union to Elm Street starting at 12:00 P.M. on Friday, September 27, 2024 until 12:00 P.M. on Monday, September 30, 2024 for their Farmhouse Fest. They are requesting to use the City’s stage, and this will allow ample time for City workers to set up the stage and take down on Monday.

VIII.   CITY CLERK’S REPORT

 

Information on nominating petitions and form packets are available now at the City Clerk’s Office for prospective candidates for the April 1, 2025 Consolidated Election.  The City of Staunton has up for election: Mayor, City Clerk, City Treasurer, Ward 1 Alderman, Ward 2 Alderman, Ward 2 Alderman (2 year unexpired term), Ward 3 Alderman, Ward 3 Alderman (2 year unexpired term) and Ward 4 Alderman.  Petitions can be circulated now.

 

ll duck blinds have been registered prior to the September 1st deadline.

PUBLIC HEALTH & SAFETY  -

 

Motion by Manning, seconded by Dias to approve request from Mississippi Culture to close West Pearl Street from Union to Elm Street on Friday, September 27, 2024 at 12:00 P.M. until Monday, September 30, 2024 at 12:00 P.M. for their Farmhouse Fest.  At Roll Call Vote – Ayes:   Berg, Machota, McKee, Tipler, Manning, Dias.  Nayes:  None.  Absent:  None.  Motion carried. 

 

            PARK & CIVIC IMPROVEMENT –

 

Motion by Tipler, seconded by Dias to approve Quote #13693 from Hutchinson Recreation & Design for wood carpet mulch for City Parks in the amount of $2,946.00, and to have Mayor Neuhaus sign the Terms & Conditions Customer Acceptance.  At Roll Call Vote – Ayes:  Machota, McKee, Tipler, Manning, Dias, Berg.  Nayes:  None.  Absent:  None.  Motion carried. 

 

FINANCE–

 

Motion by Tipler, seconded by McKee to approve Change Order #1 from Kamadulski Excavating for quantity adjustments to original Contract and capping of previously unknow locations of existing water mains in the amount of $3.497.96.  At Roll Call Vote – Ayes:  McKee, Tipler, Manning, Dias, Berg, Machota.  Nayes:  None.  Absent:  None.  Motion carried.

Motion by Tipler, seconded by McKee to close the following streets for the upcoming Streetfest:

Main Street from Wood Street to Union Street on Saturday, September 14, 2024

from 6:00 A.M. to 11:59 P.M.;

Elm Street from the Associated Bank entrance going north to Duda Garden on

Friday, September 13, 2024 from 7:00 A.M. until Monday, September 16, 2024 at

10:00 A.M.

Motion by Tipler, seconded by Dias to reimburse Harry Paul, d/b/a Blackbird Bakery & Cafe, for completed expenses as outlined in the TIF Redevelopment Agreement, for a total cost of $4,687.50 (75% of $4,650.00 and 100% of $1,200.00).  At Roll Call Vote – Ayes:  Manning, Dias, Berg, Machota, McKee, Tipler.  Nayes:  None.  Absent:  None.  Motion carried. 

 

            JUDICIARY—

 

Motion by Manning, seconded by Dias to waive 1st reading of Ordinance #2248A An Ordinance Modifying Provisions Of City Of Staunton Ordinance #2248.  At Roll Call Vote – Ayes:  Dias, Berg, Machota, McKee, Tipler, Manning.  Nayes:  None.  Absent:  None.  Motion carried. 

 

Motion by Manning, seconded by Dias to approve Ordinance #2248A An Ordinance Modigying Provisions Of City Of Staunton Ordinance #2248.  At Roll Call Vote – Ayes:  Manning, Dias, Berg, Machota, McKee, Tipler.  Nayes:  None.  Absent:  None.  Motion carried. 

           

Motion by Manning, seconded by McKee to approve Ordinance #2249 Granting A Zoning Amendment For Real Property Located At 401 West Olive Street, Staunton, Illinois.  At Roll Call Vote – Ayes:  Dias, Berg, Machota, McKee, Tipler, Manning.  Nayes:  None.  Absent:  None.  Motion carried. 

 

1st reading of Ordinance #2250 Approving A Charity Roadblock By Adopt A Pet To Conduct Their Macoupin County Wide Drive At The Intersection Of Main And Route 4 And Main And Union (October 12, 2024)

 

Motion by Manning, seconded by Tipler to waive 1st reading of Ordinance #2251 Amending The Liquor Code For The City Of Staunton, Illinois.  At Roll Call Vote – Ayes:  Berg, Machota, McKee, Tipler, Manning, Dias.  Nayes:  None.  Absent:  None.  Motion carried.

1st reading of Ordinance #2252 Approving A Charity Roadblock By The Lion’s Club To Conduct Their Annual Candy Day Sale Drive At The Intersection Of Main And Route 4 And Main And Union (October 19, 2024)

 

Motion by Manning, seconded by Dias to waive 1st reading of Ordinance #2253 Approving A Charity Roadblock By The Staunton Knights Of Columbus To Conduct Their Annual Tootsie Roll Drive At The Intersection Of Main And Route 4 And Main And Union (September 14, 2024).  At Roll Call Vote – Ayes:  Manning, Dias, Berg, Machota, McKee, Tipler.  Nayes:  None.  Absent:  None.  Motion carried. 

 

Motion by Manning, seconded by Dias to approve Ordinance #2253 Approving A Chairty Roadblock By The Staunton Knights Of Columbus To Conduct Their Annual Tootsie Roll Drive At The Insection Of Main And Route 4 And Main And Union (September 14, 2024).  At Roll Call Vote – Ayes:  Dias, Berg, Machota, McKee, Tipler, Manning.  Nayes:  None.  Absent:  None.  Motion carried. 

 

Motion by Manning, seconded by McKee to approve Resolution #2024-27 Approving An Agreement For Administrative Services With PSC Civil Engineers And Land Surveyors, Housing Consultants.  At Roll Call Vote – Ayes:  Berg, Machota, McKee, Tipler, Manning, Dias.  Nayes:  None.  Absent:  None.  Motion carried. 

 

Motion by Manning, seconded by Dias to approve Resolution #2024-28 Approving Contractor’s Application For Payment Number 5 To Kamadulski Excavating For Work Completed On The Gensing Creek Box Culvert Replacement Project ( from June 6, 2024 – July 26, 2024 in the amount of $299,403.77).  At Roll Call Vote – Ayes:  Machota, McKee, Tipler, Manning, Dias, Berg.  Nayes:  None.  Absent:  None.  Motion carried. 

 

Motion by Manning, seconded by Tipler to approve Resolution #2024-29 Authorizing The Execution Of A Revised Redevelopment Agreement With Bart & Patti Brauer.  At Roll Call Vote – Ayes:  McKee, Tipler, Manning, Dias, Berg, Machota.  Nayes:  None.  Absent:  None.  Motion carried. 

 

Motion by Manning, seconded by McKee to approve Resolution #2024 30 Approving An Agreement For Professional Services With Fehr Graham And Associates, LLC.  At Roll Call Vote – Ayes:  Tipler, Manning, Dias, Berg, Machota, McKee.  Nayes:  None.  Absent:  None.  Motion carried. 

   

X.       UNFINISHED BUSINESS—

    

      Thanks to the good weather, Mayor Neuhaus announced that both the Balloon Glow

      and Ribfest went very well.

 

XI.      NEW BUSINESS-

 

The location for the Public Meeting that will be held on September 9, 2024 has been changed.  Due to the large response and interest in the meeting, the location has been

moved to the Concordia Hall at 709 South Union Street in Staunton.  The meeting will begin at 5:30 P.M.

 

XII.    EXECUTIVE SESSION—

 

      No Executive Session was held.

                                                                                              

XIII.  MOTIONS FROM EXECUTIVE SESSION –

XIV.   ADJOURNMENT
