MINUTES OF THE REGULAR MEETING OF THE STAUNTON CITY COUNCIL, HELD IN THE PUBLIC WORKS BUILDING, 914 NORTH EASTON ST., STAUNTON, ILLINOIS ON MONDAY, MARCH 9, 2020

I. CALL TO ORDER:

Mayor Craig Neuhaus called the Staunton City Council Meeting to order at 7:00 P.M. on Monday, March 9, 2020

II. PLEDGE OF ALLEGIANCE:

Mayor Craig Neuhaus led the Pledge Allegiance to the Flag.

III. ROLL CALL:

City Clerk Stiegemeier called roll with the following persons:

Alderman Scanzoni called at 7:03 P.M. to electronically attend the City Council Meeting.

V. GUESTS

Bill Helfer was in attendance and wanted to express his support for John Kolkovich as the Code Enforcement Officer. He had heard that Kolkovich has applied for the job. Helfer was told that interviews will be held soon for the position.

Jonathon Powe, who resides at 429 West Prairie Street addressed the Council regarding an individual repeatedly harassing him regarding problems with his property. Mr. Powe is tired of being harassed by this individual, so he has been in contact with his landlord and his lawyer, and if no proof of violations has been turned in to the police department by 10:00 A.M. on March 10, he will be filing a lawsuit against the individual for harassment. He was unaware of anyone else complaining about his property.

VI. CORRESPONDENCE

Received an email from Kelly Smith of the Staunton Baseball/Softball League, requesting approval from the City for the League to have their annual parade on

Saturday, May 9, 2020 at 10:00 A.M., with a rain date set for Saturday, May 16, 2020 at the same time. The parade will begin at City Hall and proceed east on Main Street and then north on Easton Street, ending at the ball park.

Statement of Economic Interests have been delivered from Macoupin County Clerk

Pete Duncan. He is requesting to have them returned to his office by March 31st.

PUBLIC HEALTH & SAFETY -

Motion by Taylor, seconded by Hanks to grant request from the Staunton Baseball/Softball League to have their annual parade on Saturday, May 9, 2020 at 10:00 A.M., with a rain date set for Saturday, May 16, 2020 at the same time. The parade will start at City Hall and proceed East on Main Street and north on Easton Street, ending at the ball park. Ayes: Johnson, Hanks, Machota, Plenske, Taylor, Scanzoni, Bodner, Wallace. Nayes: None. Absent: None. Motion carried.

PARK & CIVIC IMPROVEMENT –

WATER-

Motion by Hanks, seconded by Plenske to seek bids for East Pearl Street to East Macoupin Street water main project. Ayes: Hanks, Machota, Plenske, Taylor, Scanzoni, Bodner, Wallace, Johnson. Nayes: None. Absent: None. Motion carried.

STREET / SEWER

Motion by Machota, seconded by Plenske to pay Invoice #5473930 to Vandevanter Engineering for Annual Maintenance performed at the Small Flygt Lift Stations in the amount of $3,282.00. Ayes: Machota, Plenske, Taylor, Scanzoni, Bodner, Wallace, Johnson, Hanks. Nayes: None. Absent: None. Motion carried.

PERSONNEL –

Motion by Johnson, seconded by Hanks to change Lori Grandone’s job title back to Book Keeper to match current job responsibilities. Ayes: Plenske, Taylor, Scanzoni, Bodner, Wallace, Johnson, Hanks, Machota. Nayes: None. Absent: None. Motion carried.

Ayes: Taylor, Scanzoni, Bodner, Wallace, Johnson, Hanks, Machota, Plenske. Nayes: None. Absent: None. Motion carried.

Motion by Taylor, seconded by Plenske to approve Resolution #2020-07 Approving An Agreement With Credit Collection Partners For The Pursuit Of Collection On Behalf Of The City Of Unpaid Fines Or Penalties. Chief Doerr was given the name of the collection company from the Macoupin County Circuit Clerk’s office. Ayes: Scanzoni, Bodner, Wallace, Johnson, Hanks, Machota, Plenske, Taylor. Nayes: None. Absent: None. Motion carried.

Motion by Taylor, seconded by Bodner to approve Resolution #2020-08 A Resolution Adopting A Policy Providing For Economic Development Funding Assistance For The City Of Staunton’s Tax Increment Financing Districts And Approving The Initial

Downtown TIF Grant Program Application Form. The supporting documents for this

Resolution were prepared by TIF Attorney Terry Bruckert and were sent on to City

Attorney Lading for some slight modifications and disclaimers. This is a Resolution

that will need to be approved annually. Prior to the roll call vote, a brief discussion was held regarding how the money will be given through the Grant Application Process. This will be determined for each application as they are turned in, and all projects must be approved by the Council before any TIF Grant Money is dispersed.

At roll call vote, Ayes: Bodner, Wallace, Johnson, Hanks, Machota, Taylor ,

Scanzoni. Nayes: None. Abstain: Plenske. Absent: None. Motion carried, 7 Ayes;

1 Abstain.

X. UNFINISHED BUSINESS—

Regarding Ordinance #2054, Attorney Lading explained that there will be some

modifications made and some clear provisions put in place prior to approval. Phil

has been in contact with the other party’s attorney and they will be working together

to make the revisions. This will be done in plenty of time before the next City

Council Meeting, and will be sent to everyone for their review prior to the approval

vote at the March 23, 2020 City Council Meeting.

Public Works Director Kuethe stated that additional repairs are needed on the sewer

camera truck, with the cost being $1,459.98. This will be placed on the March 23

meeting agenda for approval.

XI. NEW BUSINESS-

Alderman Taylor asked if a firm date has been set yet for the 2020 Balloon Glow. An

email has been sent to Winddancer Balloons to confirm a date, however, they have not

responded back just yet. The planned date is August 15, 2020 if that works with the

company.

XII. EXECUTIVE SESSION—

No Executive Session was held.

XIV. ADJOURNMENT

With no further business to discuss, Councilmember Plenske seconded by Councilmember Johnson to adjourn at 7:22 P.M. All present voting aye, motion carried.
