MINUTES OF THE REGULAR MEETING OF THE STAUNTON CITY COUNCIL, HELD IN THE PUBLIC WORKS BUILDING, 914 NORTH EASTON ST., STAUNTON, ILLINOIS ON MONDAY, OCTOBER 8, 2018

I. CALL TO ORDER:

Mayor Craig Neuhaus called the Staunton City Council Meeting to order at 7:00 P.M. on Monday, October 8, 2018

II. PLEDGE OF ALLEGIANCE:

Mayor Craig Neuhaus led the Pledge Allegiance to the Flag.

III. ROLL CALL:

City Clerk Stiegemeier called roll with the following persons

ATTENDING: Councilmembers Rich Garde, Rick Johnson, Ray Scroggins, Anthony Schrauth, Ryan Pritchett, Jeff Scanzoni, Mayor Craig Neuhaus, City Clerk Dennis Stiegemeier, City Treasurer Cindy Pirok, City Attorney Phil Lading, Public Works Director Mike Kuethe and Police Chief Jeff Doerr.

NOT ATTENDING: Alderwoman Maria Bodner and Alderman Chad Plenske.

V. GUESTS

Kelly Costa, Den Leader for Arrow of Light Den #3034, introduced her group of young boys to the City Council. She felt it would be beneficial for the boys to attend a City Council meeting prior to them becoming Boy Scouts next year. She explained to the boys that if and when they go on to be Eagle Scouts, they would come and introduce themselves at a City Council Meeting prior to doing an Eagle Scout Project. The boys came forward and had a picture taken with the City Council Members.

VI. CORRESPONDENCE

Received a letter from the Staunton Clergy Association and the Staunton Chamber of

Commerce requesting to close Main Street from Edwardsville Street to Laurel Street on Sunday, October 28, 2018 from 2:30 P.M. to 6:00 P.M. for their annual Trunk or Treat on Main Street.

VII. TREASURER’S REPORT

Investment recently cashed in at Bank of Springfield:

Infrastructure Fund--$50,000.00 plus $1,080.07 interest

VIII. CITY CLERK’S REPORT

The $100,000.00 settlement from the Water Treatment Plant has been received and has been deposited in the City of Staunton General Fund.

Thanks to Josh Floyd of J-N-F Tree Service for volunteering his time to clean up a

large limb that fell out of a tree on the west side of City Hall.

IX. COMMITTEE REPORTS

PUBLIC HEALTH & SAFETY -

Motion by Pritchett, seconded by Scroggins to grant request from the Staunton Clery Association and the Staunton Chamber of Commerce to close Main Street from Edwardsville Street to Laurel Street on Sunday, October 28, 2018 from 2:30 P.M. to 6:00 P.M. for their annual Trunk or Treat on Main Street. Ayes: Johnson, Scroggins, Schrauth, Pritchett, Scanzoni, Garde. Nayes: None. Absent: Bodner, Plenske. Motion carried.

PARK & CIVIC IMPROVEMENT –

FINANCE–

UTILITIES-

Motion by Garde, seconded by Johnson to pay Invoice #446733 to Sandberg, Phoenix & von Gontard for Professional Services rendered regarding water treatment plant litigation in the amount of $11,257.73. Ayes: Scroggins, Schrauth, Pritchett, Scanzoni, Garde, Johnson. Nayes: None. Absent: Bodner, Plenske. Motion carried.

Motion by Garde, seconded by Johnson to pay Invoice #2638330 from Husch Blackwell for services rendered as mediator regarding water treatment plant litigation in the amount of $2,040.71. Ayes: Schrauth, Pritchett, Scanzoni, Garde, Johnson, Scroggins. Nayes: None. Absent: Bodner, Plenske. Motion carried.

Motion by Garde, seconded by Scanzoni to authorize Public Works Director Mike Kuethe to advertise for bids for demolition of the old water treatment plant. Ayes: Pritchett, Scanzoni, Garde, Johnson, Scroggins, Schrauth. Nayes: None. Absent: Bodner, Plenske. Motion carried.

Motion by Garde, seconded by Scanzoni to approve quote from Midwest Municipal Supply to purchase check valves and fittings for the water treatment plant at a cost not to exceed $9,000.00. Ayes: Pritchett, Scanzoni, Garde, Johnson, Scroggins, Schrauth. Nayes: None. Absent: Bodner, Plenske. Motion carried.

Motion by Scroggins, seconded by Pritchett to approve Resolution #2018-22 Declaring Trick Or Treat Days And Hours In Staunton, Illinois. Ayes: Scanzoni, Garde, Johnson, Scroggins, Schrauth, Pritchett. Nayes: None. Absent: Bodner, Plenske. Motion carried.
