I. CALL TO ORDER:
Mayor Craig Neuhaus called the Staunton City Council Meeting to order at 7:00 P.M. on Monday, May 22, 2017

VI. CORRESPONDENCE
Received an e-mail from the Macoupin County Public Health Department seeking
approval to sponsor a 5K Walk/Run in the City of Staunton at the end of October.
Proceeds from the event will go towards providing health and wellness promotion in
Macoupin County. They have set the date for October 28, 2017, and they are requesting to use the same route that the Staunton School uses for their annual 5K Run, if possible.
Dave Volentine is requesting to close Elm Street from Main Street to Duda Drive on Saturday, June 3, 2017 from 12:00 P.M. to 4:00 P.M. for a Poker Run

The Memorial Day Parade will be held on Monday morning May 29, 2017 at 11:00.
Line up is at 10:45 on St. Michael’s parking lot. The parade will proceed west on Main and end at City Hall with the Memorial Day Ceremony starting at approximately 11:15. All City Officials are invited to participate in the parade.
City Hall office will be closed on Monday, May 29, 2017 in observance of the Memorial Day Holiday. All public works employees, except for one water treatment plant employee, will be off that day as well.

PUBLIC HEALTH & SAFETY -
Motion by Bodner, seconded by Pritchett to pay Invoice #SI1481308 to Axon Enterprise, Inc. for new Tasers and accessories for the Police Department in the amount of $11,861.83. Ayes: Garde, Johnson, Plenske, Pritchett, Scanzoni, Bodner.
Nayes: None. Abstain: Boster. Absent: Sievers. Motion carried 6 Ayes; 1 Abstain.
After a brief discussion, it was decided that more information would need to be acquired from the Staunton Public School before the approval was made for the request from the Macoupin County Public Health Department to sponsor a 5K Walk/Run in the City of Staunton on October 28, 2017, using the same route as the Staunton School uses for their annual 5K Run.
Motion by Bodner, seconded by Johnson to grant request from Dave Volentine to close Elm Street from Main Street to Duda Drive on Saturday, June 3, 2017 from 12:00 P.M. to 4:00 P.M. for a Poker Run. PARK & CIVIC IMPROVEMENT –
Motion by Scanzoni, seconded by Plenske to replace a portion of concrete at the Fireman’s Park at a cost not to exceed $5,000.00. Ayes: Plenske, Pritchett, Scanzoni, Bodner, Garde, Johnson. Nayes: None. Abstain: Boster. Absent: Sievers. Motion carried 6 Ayes: 1 Abstain.
FINANCE–
Motion by Pritchett, seconded by Johnson to approve spending up to $4,000.00 for a gas station study. Ayes: Plenske, Pritchett, Scanzoni, Bodner, Garde, Johnson. Nayes: None. Abstain: Boster. Absent: Sievers. Motion carried 6 Ayes; 1 Abstain.
Motion by Pritchett to approve spending up to $227,400.00 for design engineering studies for Ginseng Creek with John H. Crawford & Associates. Prior to a second being made, Alderman Johnson voiced his following concerns:
I object to this motion for two reasons. First I do not believe it is fiscally responsible to approve spending money on engineering for work that may or may not be approved or completed. It is much more prudent to authorize the work and engineering that we know will be required and after a decision has been made as to what route will be taken increase the scope of work and authorize payment for what is necessary instead of what might be necessary. Secondly, after doing some research since last Monday's meeting it does appear there is a 5th option that was neither presented nor discussed. This option would not require acquisition of property or easements as well as a significant reduction in materials and work necessary to complete. The results of these factors could eliminate the need for another 40 year loan and the addition of more taxes or fees to the residents of Staunton. And as such it is obligatory for us as a Council to exhaust all efforts to minimize costs to the residents and make the best possible decisions based on all the facts and information available. On this basis, I would like to make a motion to table this issue for review and furtherdiscussion.
Due to the lack of a second on Alderman Johnson’s request to table the motion, a second to approve Alderman Pritchett’s motion was made by Bodner with the following roll call vote: Ayes: Plenske, Pritchett, Scanzoni, Bodner, Garde, Boster. Nayes: Johnson. Absent: Sievers. Motion carried 6 Ayes; 1 Naye.
UTILITIES-
Motion by Garde, seconded by Scanzoni to reimburse Justin Wilhelm for City’s portion of sewer repair at 313 East Mill Street in the amount of $698.00. Ayes: Pritchett, Scanzoni, Bodner, Garde, Johnson, Plenske. Nayes: None. Abstain: Boster. Absent: Sievers. Motion carried 6 Ayes; 1 Abstain.
Motion by Garde, seconded by Bodner to pay Invoice #H040449 to HD Supply Waterworks for a #695GC16 Saw W/Twinmax Chain in the amount of $2,084.60. The purchase was approved at the April 24, 2017 City Council Meeting for $2,050.00, however, a freight charge of $34.60 was added by the seller. Ayes: Scanzoni, Bodner, Garde, Johnson, Plenske, Pritchett. Nayes: None. Abstain: Boster. Absent: Sievers. Motion carried 6 Ayes; 1 Abstain.
